Sir Chotou Ram was born in 1883 in Rohtak District in eastern Punjab and became one of the most prominent pre-partition Punjabi politicians. He became a leader of the Hindu Jat agriculturalists in the 1920's and a founder of the Unionist Party of which Sir Sikander Hyat Khan was Chief Minister.
The Unionists ruled Punjab for its first two decades of limited democracy. They represented a coalition between Hindu farmers in the eastern part of the province and feudal Muslim landlords like Sir Sikander in the west .
Sir Chotou Ram opposed the concept of Pakistan and formed a separate group of thirteen members in the Punjab Assembly when most Muslim Unionists joined the Muslim League. He died in 1945, and with him the Unionist Party.
The emphasis on attaining freedom in these recruiting films reflects the controversy in aiding the British war effort. Most freedom fighters did not want to help the British, as had been done in World War I, to little obvious benefit. But in Punjab, rural unemployment, famines and people like Sir Chotou and Sir Sikander (whose son became a German POW in Italy) led to a massive recruiting drive across the province.
The final movie title says:
"My hope is that after this war Hindustan [India] will be free. And it will be free in a real sense."
The title in the left panel says:
"Honorable Rao Bahadur [Brave Chief, a British-bestowed Honorific] Chaudhry Sir Chotou Ram Sahib Minister of Education Punjab."
