The famine situation, precarious under colonial rule, worsened in World War II. Millions died in Bengal. The Hissar Famine of 1939-40 hundreds of miles away in arid eastern Punjab was smaller and is barely recorded.

This piece was shot under the auspices of Moulvi Fazlul Haq, Fodder Commissioner of the Punjab. Dr. Riaz also shot black and white footage of animals and people starving in Hissar, but this nitrate film has unfortunately disintegrated.
